infoDev is an innovative global partnership of international development agencies focused on how information and communication technologies (ICT) can help to combat poverty and promote opportunity, empowerment and economic growth in developing countries. This partnership is coordinated and housed at the World Bank, in Washington DC, one of infoDev's principal donors and founders.

On July 19th 2005, infoDev announced its proposed Study and Toolkit on what we refer to as Open Public Local Access Networks (OPLANs). The OPLAN Foundation was encouraged to submit an Expression of Interest which it did and was subsequently appointed by infoDev to use its unique knowledge and understanding to prepare an extensive Study on the topic. It was subsequently further retained to develop this Study into a powerful interactive web version.
The Study and web-platform were successfully delivered to infoDev and the project formally completed in early 2006. The Study has been further edited by infoDev staff and external editors and will be published in due course and when it is, will be accessible from this website as well as the infoDev website
However, given the timely nature of
much of the Study’s content and under the terms of the perpetual
worldwide license to the intellectual property contained in the Study
and web-platform granted to the OPLAN Foundation, we have decided to
make our original version of the Study immediately available on this
website in its interactive form together with a downloadable .pdf
version.
